What would lower my latency on online games?

Hey. I need some advice on lowering my latency in online games. In general, my latency varies from 70-150+ in CS, when it should be in the 20s. What can I do to lower it? I was thinking about buying a new videocard, would this lower it at all? Any other tips would be greatly appreciated.

1. i think latency has to do with internet connection. if you can run cs without any problems in whatever settings, it wont affect anything.
2. Latency has to do with Internet speed, buying a new video card will just waste time and money, unless you really want one. Id contact your Internet service provider and ask about upgrades packages, etc. I have Insight 20.0, if that means anything to you, and it works brilliantly. Lighting speed when surfing the web and when playing online games, or both at the same time. - Thanks for the question, that's a good one to ask.
