A game where you can design patterns, like Animal Crossing?

I really enjoyed designing outfits for Animal Crossing (heck I enjoy anything that I can create myself and see other NPC use it). Are there any games that allow you to design a pattern for clothing that other NPC will use? Or at least, a game that has this sort of system in it? Preferably where there's a town that wear your clothing. Harvest Moon has the best towns, unfortunately they don't allow you to design clothing for other people. Don't suggest: Animals Crossing Wide World/City Folk, My Sims, Barbie dress-up games .. or anything that is just a franchise game from popular things like Harry Potter, Spongebob etc. Can be on this system: GameCube, Wii, PS2 and PC. Bratz is a franchise, god no I'm not going to play that. Imagine Fashion Designer is a game on the DS, which I do not owe, and I definitely wouldn't like it because it's realistic, and probably doesn't have a 'town' to play in. It would be nice to have a game that has a storyline to it, WITH designing outfits for its townspeople.
