Is downloading online flash games illegal?

I have a website that quite a few people use. As part of my site I thought it would entertain my guests if i added a section where they could download flash games to their computer ( the worlds hardest game, the impossible quiz ect) Is this illegal???

2. If you don't have the rights of the creator of the game, then it is illegal. But nobody cares...
3. Hmmm, its better if you actually ask permission for it. But first, look at the game, and see if the maker has put a warning or something that says: do not put on other sites please ask for permission. If the game has nothing like that, than I guess its safe because the maker would already know his game would set out online.
4. I created a website before as well and have added a few games. I think it's okay but to be safe than sorry, get permission from the creator.
5. I download games from KAPCOM and they don't care, I think if you start selling them there could be a problem...
